The Director of Special Intelligence presenta his compliments to the Under Secretary of State for the Colonies and begs to enclose copy of a letter from the Foreign Office relative to a complaint by the United States Government of the detention of certain registered letters at HongKong.
Brigadier-General Cookerill would suggest that the Governor of HongKong should be asked to report the grounds on which the registered articles in question were detained and whether Japanese mails are regularly submitted to censorship.
